The Empathy Surplus Campaign is an Ohio non-profit organization dedicated to expanding freedom and democracy by promoting strong, empathic elected precinct representation in each of Ohio's 10,000 plus precincts in any and all county party central / executive committees by encouraging personal and community responsibility.

Mutual Responsibility In Public Government- How do we promote mutual responsibility and increase citizen participation? Can we get there together?
Thomas Jefferson, a nurturing founding father of democracy, believed we could build a stronger America together, one precinct at a time. Broad prosperity is our American dream of a better future.
An effective government requires a national ethic of excellence that makes the world better by making yourself better, your family better, your work better, your community better and your nation better.

In 1816, Thomas Jefferson wrote, “ The article nearest my heart is the division of counties into wards . . . of such size as that every citizen can attend, when called on, and act in person. These will be pure and elementary republics, the sum of which taken together composes the State, and will make of the whole a true democracy as to the business of the wards, which is that of nearest and daily concern.”
Jefferson envisioned precincts as being the place where Americans stop and eliminated privateering . He wrote, “Yet even over these representative organs, should they become corrupt and perverted, the division into wards constituting the people, enables them by that organization to crush, regularly and peaceably, the usurpation of their unfaithful agents, and rescues them from the dreadful necessity of doing it insurrectionally. These little republics would be the main strength of the great one.”
To strengthen our democracy in the 21st century precinct neighbors are wise to embrace both Jefferson’s vision and the latest insights of brain research. This site is dedicated to building an empathy surplus.
